15-Year Old Deaf and Dumb Girl Allegedly Raped by Her Grandfather in Harper

Harper, Maryland County - A 57-year old man has been arrested and sent to court for allegedly raping his fifteen-year-old deaf and dumb granddaughter in the Easy Town Number Two Community in Harper, Maryland County.

According to the Police charge sheet, Joseph Quarbo Brown, Chairman of Easy Town Number Two community allegedly carried on the act when his eleven year- old granddaughter left her deaf and dump sister at home, and went to visit her aunt in the Airfield community.

Speaking to police preliminary, the eleven years old girl who walked to police headquarters to report the situation said upon her return from her aunt's place in the airfield community, she could not see her deaf and dumb sister, so she immediately launched a search for her in the homes of their neighbors but could not find her sister.

“I came back to the house and called my sister but no answer, then I heard a screaming voice in our grandfather room so I decided to know who was in his room. I knocked at the door but no one answered so I managed to climb up the ceiling, and there I saw our grandfather over my big sister, and  both of  them  were naked. My grandfather is in the constant habit of sexually harassing my sister, and all she does is to cry for some days and later forget about it, so I felt tired with his ugly behavior and this is why I decided to tell the police,'' the eleven years old complainant stated. 

The victim who mother died a year ago told reporters in Maryland County through interpreter that she was taken to her grandfather by her biological father who left Maryland for Nimba in search of job to cater to her.

Meanwhile, medical reports from J.J. Dossen Memorial Hospital have confirmed that the fifteen years old victim was tempered with. The report states that sperm was found in her private part, but the accused denied committing such act.
The Easy Town Number Two Community Chairman Joseph Quarbo Brown has been charged for statutory rape, and he has been sent to the Harper Magisterial Court. He is currently placed behind bars at the Harper central prison awaiting court trial.

This is the third statutory rape case reported in the Easy Town community in less than five months. Recently, Frank Allison was allegedly charged for statutory rape against a 12 year old girl. A Commissioner of Pleebo District living in Harper identified as Jerome K. Neufville, and a man only identified as Pascal of Bishop Hill Community in Harper are also on the run for allegedly raping  teenage girls.

Easy Town Community is currently holding the regional Sexual and Gender Based Violence (SGBV) office of the Justice and Security Hub 2.

During an interview with our reporter, the Secretary General of Maryland Civil Society Organizations Joe Muhlenburg, stated that his entity will do all it can to make sure that those alleged perpetrators are arrested, and those behind bars will face trial to enable the due course of the law.

For his part, the Deputy County Commander of the Liberia National Police Maryland Detachment, Chief Superintendent Sampson Wah is, however, calling on the citizens of Maryland County to inform the Police if they see the alleged perpetrators in any part of the county, and the country at large. 

"If citizens are sincere to provide the right information to Police to bring the alleged perpetrators to book and have their days in court, it will serve as a deterrence and also minimize the occurrence of rape in the county" Chief Superintendent Sampson Wah stated.

He, however, disclosed that LNP will shortly take her public awareness on Sexual and Gender Based Violence in all schools across Maryland with an extension to the communities.

Also commenting on the increase of rape in Maryland, County Superintendent, Honorable Betsy Kuoh Toe said it is demoralizing to see people abusing women especially teenagers in the county. Madam Toe maintained that her office will closely follow these cases to ensure that they are tried without fear or favor.
